I don't think so. Both the GOG and its Steam page mention that it does have single-player. Searching a bit through its Steam discussions pages, it seems that the game does have skirmishes against the AI, but no campaign as of yet.

It's a bit different, since both you mentioned are real single player games with multiplayer modes.

Ashes of the Singularity currently seems to be multiplayer game only. With AI bots for lonely people. More like an RTS equivalent of Q3A or UT. I think the statement as is - is justified for now. AI bots/skirmish is just a fallback, really, or "training".

But it should be made more clear probably, that there is no real (campaign) SP mode currently. I think that's a thing that has to figured out with time. GOG has to implement some easily updateable section on the game page that makes clear what the game in the current state can do and what not and what's upcoming, so that people spending money are not deceived.

This game is a perfect example. Many people might expect an almost fully functional game ("Beta"), with maybe some glitches, some features and a little content missing. For many people (especially here) the campaign mode is "the game". Having that missing without warning will put people off. But selling the now as "multiplayer" will also make people lose interest who just say "no single player story - not for me".

With this "In development" stuff it has to me made very clear a) what people can expect from the current version, and b) what the final game is supposed to be like.

There isn't much to go by at the moment for details.
Of course single player is working fine; the game just has galaxy enabled multiplayer. Nothing 'multiplayer only' about it, as others have thought.
Does anyone know if the Escapists Update is in the game itself or a separate download DLC like the other prisons?

I think it is in the game itself since the changelog says "Patch 1.251" and the game version next to the download now says "1.251 (GOG-7)"

Since Downfall (btw a great game imo) is available on the devs site for a long time now it would be logical that GOG would give it away as soon as the redux version would arrive.
