Edit: It came up after I logged in, and stalled the page (with a grey overlay) first when I said stay on page (so presumably the page I was staying on was actually the log in page, or something). After refresh I was logged in properly and then I got it anytime I tried to leave the page.
But only in IE...

I've pointed it out to Destro in this thread, so at least they are aware of it... whether that means it will be fixed or not is another thing...

worse :

- if i log on the main page ; the site asks every time if i want to continue to use my existing e-mail....
- if i don't log on the main page : the site doesn't ask anything....

- only the reCaptcha seems to work.

1 week + and it's still severely broken and not working as attended. (yes the 2 step login feature is enable).

If you reread what Destro said in this thread, everything you mentioned is how things are intended to work. Though I'm not sure why one is asked to confirm their email, every single time, only on the home page as a measure to not be locked out of their account (I suppose it's where most log in from?), nor am I asking for this to spill over other parts of the site.

however , for the email confirmation , either i didn't read well, either it's a bug : looks like the site doesn't register my input for my choice about this.....

as i mentioned if you are not logging on the main page (ie : any gamecard), you don't receive this question ....this is troubling...

It would appear that that banner is also cookie/client dependant, so if you clear cookies/cache at exit, it will show up at every "clean" login.

I created a rule in Adblock Plus, and hid it for good, just like I did with the GOG Galaxy banner.

no i don't, and it's pretty stupid, i just checked :

i could log on any gamecard , going to my account settings / library / forum and the question isn't offered (the gog galaxy banner is present by default in the user library as far i know .....) and no question asked about my current e-mail

ONLY the main page triggers the question ..... you can wander around without having it offered .......

that's a design flaw, if it was properly designed : the question SHOULD also be presented if you attempt to access to the security settings & library if the question wasn't presented before => because as far i know all this fuss is to protect you , and when i see how it's working, well that's no good ..... :/
