I'm curious about trading cards, I acquired a few from community voting on Steam and was told they would unlock when I reached "level 5." Apparently I'm ~100 experience points from this elusive "level 5." If I could access the community voting cards now, I think, it would give me enough to "craft" a "snow globe badge" with +100 experience points.
What's the most reasonable way to jump up 100 "experience points" on Steam to better explore this whole thing?
I'm not sure if this makes sense, it seems un-necessarily complicated.

Or you could do the stuff for the "community badge" f you don't already have it. Log into Steam, go to "Username -> Badges", and you should see your progress toward that badge and what you still need to do to earn the first level. That's probably the easiest/cheapest way to get a quick 100 XP.
Or someone could give you a set to craft in exchange for some of the globes that you are supposed to be getting.

I have two snowglobes and a bunch of Skyrim trading cards to give away. I was going to give them to another GOG user but he doesn't seem to be around and I would hate for them to go to waste.

For future events... look at your badges page (there will be a link on your profile) for ways you can earn experience. The quickest is to buy the cards you need to complete a badge for one of your games, but the cheapest is to do the Pillar of Community tasks (if you haven't already).
You also get 50 XP for every year you've been a member, and 1 XP for every game you own (plus bonuses when you pass certain thresholds, e.g. 50, 250, 500, and various other numbers).
