I don't know anything about risk of rain, other then it being recommended, but regarding an actual risk of rain, here in Israel it was said there will start a rainy front with the weekend and non stop until Wednsday - while in fact, the only time it actually rained for a couple of hours was while I was out for a couple of hours, and ever since then it never rained for more then a quarter of an hour, even though I stayed indoor most of the time due to "risk of rain"... :P
