Just a moment ago, (like, five minutes ago,) "The Incredible Adventures of Van Helsing: Final Cut" was on sales for 95% off. Yet for some reason, GOG did not show that discount in the "On Sale" panel or anywhere. Anyway, I immediately bought and paid $2.29 for for the game compilation.

I've just checked back... now the game compilation is showing up as FREE. What just happened??!?

Even if I own a game, I can still purchase it again. I can still go to its store page, see the current price, and click on the green "Add To Cart" button, and check out. I've just checked with a couple other games I already own on GOG.

For "The Incredible Adventures of Van Helsing: Final Cut" , the current price is "Free".
The Incredible Adventures of Van Helsing: Final Cut gets an automatic discount depending on how many games you already own in the series. In this particular case, the developers wanted Final Cut to be free for everyone who already owned I, II and III, and discounted for those who owned part of the series already. Now that you have Final Cut you count as owning the entire series, so it appears to be free for you.

So can you "buy" more free copies (as gifts)? If so I think it's a potential abuse of the system and Gog should be notified.

I can't. I get an error message "Something went wrong", yeah no shit. Can't even buy as a gift.

I just tried it right after buying the 95% off version and it didn't go through. Gave me a "Something went wrong" message. Hopefully it's not possible to simply rack up tons of free gift copies.

Even if you "rack up" you can't buy more than 5 copies of same game.
Yes people got multiple copies of it.

You could, which is why they've disabled buying and gifting the game for people that own it.
