There's a good chance having Uplay on a different drive than your steam install is what caused it. UPlay is kind of funny about that sort of thing.

my experinece of uplay so far is that its a far better, faster and less power hungry client than steam - but getting a uplay game on steam (and thusly requiring uplay to run also) is like crossing the streams in ghostbusters (from what ive seen)

in future (for any purchase on steam) you can always check this beforehand:

That's was I thought in the first place but I change the client setting for game directory still don't get any better. I've posted my issue yesterday over their forum support and they're suggest me to sent ticket to Ubisoft's support.
