Just a mini update, it looks like the version they switched it with is the disc version, which I learned by trying to uninstall Oblivion via its launcher (it required the disc to uninstall via the launcher).
My serial number from Gamestop/ImpulseDriven doesn't seem to work along with the aforementioned problem with just creating the license file (it alternates between two problems: failed to create license file and writing of license failed) which would also seem to indicate they switched versions on their end, but that's just speculation.
Again I had none of these issues until Gamestop phased out ImpulseDriven and its client last year. It looks like I'm just going to have to forget my Gamestop version of Oblivion and repurchase it via Steam if I want to try Nehrim.
