It can't be a 'complete' edition given that the Steam version has Achievements and the GOG version does not. Sure would be nice if they actually made it truly become complete by adding Achievements so that GOG customers are treated equally rather than as second-class citizens, again.

I've said it before and I'll say it again: Lack of achievements to taint your gameplay and mindset is a feature, a benefit of its own. It's good not to have achievements break immersion, andor spoil you andor frustrate you andor dictate the way in which you play the game, or make you feel less accomplished.

I already own it but no Costume Quest? I mean, the entire game is all about Halloween / trick or treating... (Other potentially overlooked "spooky themed" suggestions : The 7th Guest and The Adventures of Shuggy).

Mate, as much as Red Dragon's constant nagging about achievements is annoying as hell, and as much as I agree with your sentiment, I still believe he should be allowed to enjoy his games the way he wants.
