gamefood: They are fun! :) I recommend you Tropico Reloaded, especially for tiny 1,19€ you can't do anything wrong. (...)
I also would recommend the first Sim City (not available here) because it's very simple and a good basic for all other (and more detailed) city builder games. Ask if you have detailed questions. :)

Not just socialism -- it "simulates" a socialist dictatorship. You can be a benevolent dictator, enacting programs for the public good and voluntarily holding periodic elections, or you can be a despotic bastard, ruthlessly suppressing any and all dissent and siphoning tons of money into your personal bank account. It can be pretty fun, though those first two games are a little dated -- 2D graphics masquerading as 3D, for instance -- and somewhat difficult, and the pirate-themed second game is much more down to personal taste (I wasn't interested enough to make it past the tutorial).

It's not even a matter of number of parameters, statistics, charts etc. They are fine as long, as the game is turn-based. Complexity becomes an issue only in real-time gameplay :)
Yeah, the various versions of the original SimCity are simple enough for almost anyone...though that doesn't necessarily mean they're easy. =)
And, just so you're clear, most city builders (including the ones we're discussing) ARE real-time, though most also allow the player to change the speed at which time progresses, as well as to pause (and, usually, to build/zone things while paused).

Regarding "real-time gameplay": Recently I tried SC 2000 for the first time for PC and before I found out how to build an energy plant there were 2 or 3 years gone ^^
Now I pause the time right from the start to not waste any in-game time. And very often later in the game.^^ (The slowest tempo in SC 2000 is not slow enough to me)

Oh and Tropico has diverse speed settings (6 to be exact), not only pause, normal and "on speed", so for every player type there is the right tempo adjustable to not losing the track. Perfect to chill-out and decelerate the daily routine. Or exactly the opposite. ;)

Edit: By the way does somebody know how to uncheck / turn off the annoying newspaper in SC 2000? Every try delivers only a new one! *grrrr*
