Read the rules in the OP. It's also stickied at the top of each page.
This is the thread for active community members, and the available games, out of which eligible users can request, is in the second post. At this present moment, there are just 3 games available on the "main" list. And a handful of "daggered" titles, which can be requested with no limit to number per month and possibly also by members who wouldn't be eligible for the non-daggered titles. As you can see, Re-Volt isn't on that list.
For just randomly requesting a game and hoping someone is generous enough to gift it to you, the proper thread is indeed the one csanjuro pointed you to.
