If HB were doing regional pricing, maybe. But in my experience, that isn't (or, at the very least, was not) the way things are done. When I was living in Indonesia, bundles were priced in US dollars, and the tiers were the same for me as they were for users elsewhere. When I bought the 2019 Strategy Bundle, for example, I paid US$15 for the top tier - just like people did in the United States. Humble did region-lock certain keys, predominantly for Japanese games, but that was because said games had different publishers in Southeast Asia.

(You are 100% right for Steam, however; they do region lock gifts to avoid manipulation)

Even without regional pricing, bundles are subject to foreign exchange risk that can net a discount.
On the assumption that the minimum tier is set at 1USD for all current game bundles, the equivalent AU price is $1.39, $1.43, $1.50 and $1.50. Book bundles vary similarly.

My best guess is that they don't seem to adjust for currency changes during the bundle period. so bundles for individual regions can get cheaper (or in this case more expensive) due to exchange rate movements.
