There are a few language specific forums (German, Brazilian, French, Russian, Chinese, Polish) in which people don't speak English. So when GOG added the German language section from GOG they also added a German forum and since there still are several Germans who aren't able to speak English (and in the international forums it is expected to post English only) they opened their own Community Giveaway a few years ago.

1) Are the games still in English or German only?

2) Would I be refused games if I never posted there before or does it count my activity on the English threads as well?
Yes, they have Polish of course, and Russian, French, Chinese and German. I wonder what happened to the Spanish one. You can see the other languages areas going to Community => All forums.

1) Those listed are regular Steam keys and for the games I mentioned there does not exist a special German version (this is really rare and is only the case when a German game need to get censored so Germans get their special version). So to answer your question: the game still is English.

2) It does not matter that you weren't active in the German forum - only forum activity in general (no pun intended) is important.

The keys are normal keys, the games are in the languages available for those titles according to the translations made and the rights.

I have requested a game, always been shy about it because my presence in the German forum is pulviscular, but those who don't play can never win, right?

There is one that was active until July 17th 2018, but it is now archived. It is simply called Geral. That's not the Spanish name of Geralt of Rivia. ;)

I find it pretty insulting (and will probably keep being offended about that) that GOG has chinese yet doesn't have JAPANESE :S :/

Spotlighting the German thread and seeing a few people immediately flock to it makes me think some rules might be reconsidered between the two threads. Or not. At the very least, hopefully the maintainer of the German version doesn't see an influx of machine translated posts.
