Well, I already spend 15mins up to 2 hours every day managing this thing. So no there is not going to be even more organisation needed writing everything down and then doing draws etc.
This is not the TBBBBwhatever... and never was or intended to be.

Nothing strange about it. It's something for the active community, a way for users to give back to others, not a contest, so if you're suitable and adhere to the rules and either ask or are nominated for something, you get it, and if you're not you don't, no ifs and buts about it.
And this follows the original community giveaway, not that... weird acronym thing I never could keep track of the letters of :))

TBBBBoB giveways were a purely community driven venture like this one, with the sole intention of cleaning up the forums while providing the many generous folks here the means to share the joy of gaming with fellow GOGers ensuring that the games would find a good home.

It was the brain child of Sachys and was run on a monthly basis quite regularly selflessly by Sachys and foxworks for a long time. To get an idea of what a monumental effort it was to run such a giveaway here is a link to one of them:
