I'm fairly certain that some threads newer than test_11 have had lower numbers.

JMich: Usual cases for a post not going through are bad tags (missing a closing quote for example), too many characters in the post or trying to post a link with a low rep. Adjust the post you are trying to create accordingly and see if that makes it post.
