Local network have no difference with intranet or internet.
Any software that can do streaming via network, will work locally.

Yes, but most solutions I have seen are more of a 'game as a service', where you stream the game from a 3rd party provider over the internet.

I haven't seem too many streaming products that are fast enough for gaming.

I've not tested this myself, but what's to prevent you from taking a GOG game, adding it to Steam as an external game and streaming from there?
