Here's the situation.
I'm the "lucky" winner of this giveaway.
As you can see, it's still not confirmed and here's why. The gifter sent me the key, it is a valid key but I can't redeem it because it's region locked. The gifter said he/she didn't know it was region locked and sent an email to Bethesda's support.
I'm still hoping for the best and don't have a problem with waiting a little longer.
I just wanted to know what's the worst case scenario here, if there is a limit to waiting to get a code and if there is something in rules of our Gift Club for situations like this?

It depends on how you two handle this, and/or how sg staff reacts to what information one or both of you give sg support.
There are several solutions:
a) giver can possible try buying a region free version to give you, and then give that key to someone else.
b) giver and you can agreed to ask for a reroll, and you getting something else via chatting/messaging.
c) etc.
