Clarification please: group policy on spare HIB keys (managed to bag my brother the below average for dear esther as he's a film student and wants to explore different angles to things / likes surreal stuff), he wont use the rest of the keys as he doesnt game - any group problem / Steamgifts problem with the other keys? - I know about the HIB ToS, so thats why I ask.

There's no rule against it in SG or the group. SG is actually flooded with them. The problem some people have with the practice of giving away HIB keys is that people create two licenses for a game (Steam key user + DRM-Free user) instead of just one licence. As long as he doesn't use the DRM-Free downloads of the keys he's giving away, I don't see why anyone could consider it unethical.
