If you own a game and try to apply a single game key and receive the message:

"This Steam account already owns the product(s) associated with this activation code. Click next to proceed installation."

Did that code get eaten, or is it still good? Any way to verify if the code is good without redeeming?

That key is still good. Steam checks first if you own the game, and if you don't, proceeds to add that item in your account. If you own it already, Steam shows the installation window instead, and the key is not used.

I read about that in a Steam FAQ somewhere, after I accidentally tried to activate a game I already owned it. Later, I gave that key to a friend and he was able to activate the game without any issues.

As Azrael360 said, this test is first. You do not know if the key was used before your try.

if you activate a pack and own a few, sometimes even all it will activate without giving extra gifts.
this is also why testing keys for packs even if you own all the games is a bad idea even stuff with dlc like goty versions.
if the "you own this game" comes up the key is still good, if it was good when you tried it ofc
