So, how does one make a proper giveaway with the latest changes? With the nice summer sale Steam has now I'd like to host a couple of giveaways am not sure if there is some good way to work around the latest limitations.

It's very difficult unless you're in the same region and have the person on your friends list already. On top of the usual region locks, you can no longer send a game to anybody if the price of the game costs over 10% more in their region. You also can't store a game in your inventory any more - now you have to send it directly to somebody on your friends list (which can cause problems if they don't log in for a while after the giveaway finishes and the sale ends)

Basically the only safe way to gift after the changes is to buy keys from somewhere outside of Steam like Humble, Bundlestars, etc.

Quick question, if a user has a fraction (2.3) in gifts sent, is that rounded up or down?

Yes, only integer (whole) numbers and giveaways made only for the group count when checking the numbers given by SteamGifts. Numbers are rounded down.

Also, Steam Gifts that were in Inventory before the change are not affected, and can be sent via e-mail. Only Steam Gifts purchased since the change are affected by this new (and very stupid >_<) "feature".

I think I know who the winner is (starts with "M"?). If it is him, and taking in consideration the old group too, he actually sent 4 gifts in this group (2 were for the old "v1-v2" group), so his allowed gift difference is -7 (right now he has -7 (v1-v2 included)). Although it won't show using AdamBiser's script, after accepting your gift, he will actually have red numbers (because fo the included v1-v2 group stats). This doesn't mean he will be kicked from the group immediately, as for any other member who has red numbers, they have at least a month to fix their negative numbers. Although if during that time they continue to win and not showing any appreciation for the group or otheir members, they can be kicked at any time to avoid more issues with problematic members (as it has happened in the past).

I'm more worried, though, for the lack of activity of this member. Can't find any trace of him for the past couple of years around here. After this, I guess this is it for him, if he doesn't show up and do something for the group in the next month... :(
