I don't think quality (or price) is something that can be enforced without practically destroying the group. What would you do if you are supposed to giveaway only AAA games from the last 1-2 years from now on? Or games that cost at least $40 at full price? How does one measure quality anyway in order to categorise what is being gifted?

I'd never consider to enforce anything. I just observe and register some general trends.

Speaking for myself:
When I consider to gift a game, I always wager if this group is the right place for it. Would I give a "good" full price game and risk that there are fewer than 5 entries?
Should I give something greater, with less and less chances that I'll see something equal in this group? With the observed trends mentioned above, I'd guess that many others have similar thoughts. Which results in this group seeing almost only bundle leftovers now.
This group is the first place I check when I have a steam game to give away, but more often than not, even if it is a 'good' (albeit bundled or HB monthly spare, usually), it gets maybe one or two entries, although the gog steam group wishlist may show it having seven or eight people who wishlisted it. If it has less than 5, I don't gift it here.

As a consequence, my gift difference is at a borderline bad amount, which makes me hesitant to enter giveaways here, even for games I might be somewhat interested in otherwise (enough so that I'd enter non-group giveaways for it ), figuring I'll only enter for something I *really* want.

If everyone has a similar behavioural pattern to me, you can kinda see how a cycle of few giveaways with few entries could be created.

Not saying restrictions should be eased up or anything, of course, fewer entries means better chances after all :D. I can't really think of a solution, unfortunately. Maybe once I get a stable job, I'll hunt down and give away nice games.
