I live in Canada and am having the same issue... its jumping from .5 to 5.0 and its gonna take hours if not all day to download this game. This is beyond annoying lol so much for playing this game at all on my one day off.

EDIT

Very strange it just BLASTED downloading and is done now... it was at like 15% after hours and now its 55megs a second. WTF lol

EDIT

Well the game wont even launch now and even after a repair I cant get this game to even BLIP that its launching. It syncs starts crashes and syncs again like it never happened.

This worked for me as well. Thank you.
Yeah, I set the download limit to 100 mb/s as a test and it shot up from 2.5 to 50 just like that.

Definitely a bug with the GOG client.

I confirm that this works, I increased from several MB/s to 70MB/s. It is clearly a bug in the Galaxy client. GOG, please fix this issue.
I have the same issue, but changing the download limit doesn't actually help. Had to resort to downloading the offline files lest I wait for my game to install overnight.

Worked for me as well. Thanks mate!
just tried switching off/back on, it worked for roughly 1 minute, got me a little ways into the download, then dropped again.
GUYS I think I found a solution.

Configure your router / internet connection to use the Cloudflare public DNS - 1.1.1.1 instead of the default ISP one.
Before using it I was getting roughly 5-6 MB/s, now I'm downloading Cyberpunk with 20-30 MB/s.

DNS exchange are not related to TCP/UDP data exchange, so that shouldn't have any impact once the connection has been made. The IP has already been cached.

I had 2-5MB/s download, then bounced the download speed limit within GOG galaxy and it jumped up to ~50MB/s.
