It's from a pedophile hacker group who want you to look at their blue balls. Hence the pedo-bear with the blue round thingy.

Cyberpunk is over at OVH while GoG is at Defense.net/ Silverline/ f5/ a bunch of other names.

edit: And the bear is a left over from commie Russia. They have to find work somewhere. :)

I was getting the bear quite often yesterday.

Never knew OVH was in Poland. That's where the IP is assigned.
