As a virtual mayor of your sprawling city, you have to keep building and maintaining stuff if you don't want your cherished creation to wither away or lose its edge. <span class="bold">Simtropolis</span>, a community dedicated to city-builders, is doing much the same with <span class="bold">SimCity 4 Deluxe Edition</span> - tinkering away and making additions that keep the beloved classic relevant to this day.
The biggest mod out there is called Network Addon Mod, and it's an overhaul of the game's traffic network system, deemed essential by most fans. If you're interested in what it offers and how to use it, you will definitely want to listen to what these guys have to say.

Introduction

Despite being released in 2003, <span class="bold">SimCity 4 Deluxe Edition</span> continues to offer an unmatched city-building and story-telling experience, while also being supported by an active game community. If you want, you can totally be a part of it!
Developed by the once venerated but now defunct game studio, Maxis, SimCity 4 has managed to withstand the test of time remarkably well, unlike many of its contemporaries.

Turning a good old game into something great

Not only has SimCity 4 survived, it has thrived with new creations offered daily by content-makers, and has even evolved with substantial player-developed modifications like the Network Addon Mod. Perhaps you’ve heard of NAM, but never tried it yourself. Or maybe you’ve never played SimCity 4 at all and wonder how a game from 2003 can still hold up. Read on to see just how one mod can add so much!

More than just fixes

The Network Addon Mod (NAM) is actually a collection of many addons, fixes and improvements to SimCity 4’s transportation network system, pathfinding accuracy and performance - all made to work and play seamlessly together for a vastly improved simulator experience.
Originally, the Network Addon Mod (NAM) had a very simple goal: to fix a number of transportation-related issues that still remained in the game after the release of the Rush Hour Expansion and SimCity 4 Deluxe in September 2003.
But as development of the mod went on, many contributors began adding new features to the transportation system. In some cases to expand what already existed, and in others to create entirely new systems altogether.
Since 2004, work has spiraled out so much that there are several expansion packs’ worth of new content, all contained in this single, free, player-created mod!
The NAM brings new possibilities which are simply impossible to achieve with the “vanilla” game.

Unlock the Maxis simulator

When you install the NAM, not only will you get all the fixes and tweaks that have been refined over years of playtesting and feedback, but you’ll also be playing the simulator as it was originally designed!
The thing is, Maxis had programmed a very sophisticated and robust traffic simulation engine that most people have never experienced!
Because of the hardware limitations, Maxis had to significantly tune down the simulation parameters in order to allow the game to run on 500Mhz Pentiums, the prevalent specs for that era. The result of that down-tuning is that the traffic patterns in the base game often simply follow the shortest distance, and fail to take into account the speed and capacity differences of the different networks. Basically, this prevented the game from working the way it was intended. For instance, with that down-tuned simulator, one could spend money to build the faster, higher-capacity road-types or a rail transit system, but the residents would completely ignore it and instead clog up the tiny residential streets as they try to get to work. If you’ve played the vanilla SimCity 4 long enough, you've probably seen this happen.

Fixing this key part of the simulator allows the NAM and its numerous new and improved systems, to provide a rich and engaging simulation experience that you couldn't get with the vanilla SimCity 4.

All in one place, for free

More than just fixes and improvements, the NAM brings several new transport options, such as a slew of enhancements to the road system, including diagonal streets, more bridge options, specialized lanes, and roundabouts. You’ll also get elevated viaducts for a number of normally ground-level transportation networks, such as Roads, One-Way Roads, Avenues, and Railroads. Prefer things on the ground instead? Use the Ground Light Rail (GLR), a ground variant of the Elevated (Light) Rail network, which comes in draggable form. Want a mix of ground and elevated viaducts that can run in, on or over other surfaces? You can do that, too, with the NAM’s “Dual Networking” options.
It includes the Network Widening Mod (NWM) which provides wider (and narrower) draggable variants (many with capacity boosts) to the game’s core Road and One-Way Road networks. You also get more road options to play with, like expanded Avenues with 6 lanes, or the option to expand One-Way Roads up to 5 lanes. Get even finer control by adding continuous turn lanes, or adding a turn lane to your One-Way Roads.

Tired of grid-like cities? The NAM offers myriad grid-busting options, including wider radius curves and fractional angles to many different networks types. If you love roundabouts these are improved with many enhancements, from smaller Street Roundabouts to multi-lane Avenue and Dutch Turbo Roundabouts. On top of that, the entire railway system has been overhauled with multiple height levels and modular interchange capabilities.

Everyone loves building highways! Again, the NAM doesn’t disappoint by offering an entirely new Highway System with several width variants, up to 5 lanes per direction, multiple height levels, and modular interchange capabilities. Additionally, if you love interchanges, the NAM’s intersection capabilities let you design that monster 8-way Avenue intersection you really wanted. If you still wish to use the game’s base “Maxis” Highways, a number of interchange options plus a full-on reskin are available. The NAM also includes Euro/international road and highway textures and the Street Addon Mod (SAM) will provide 10 (soon to be 11) texture variants for the base Street network!

Railways get a complete overhaul with the RealRailway (RRW) system, which offers a more realistic version of the game’s base Rail network, plus a number of new options for switches, curve radii, and fractional angles, plus – coming in Version 36 – draggable viaducts. If you’re a glutton for even more control, you’ll love the Traffic Simulator Configuration Tool (TSCT), a handy program that allows one to customize some parameters of the NAM's “tuned-up” traffic simulator, including different capacity levels (ranging from extremely low to ultra high) and mass transit usage.

What does this look like to you, Fallout New Vegas?
I've been interested in getting SC4 for quite some tima and this article renewed that interest. But seeing as the game still has a ridicoulus price tag (for a 14 year old game) I'm going to pass again. Will probably snatch it though if it goes on sale in the future (depending on how much they cut the price of course)... :/

I am actually one of the developers of the Network Addon Mod (I'm better known as Tarkus in the SC4 world), and did want to jump in on a few questions here. (Also, thanks to GOG and Simtropolis for their generosity in featuring the NAM on the site here).

It depends on what you're trying to enhance, specifically. The NAM itself does include some enhancements for the transportation network textures. There's a lot of enhancements out there for terrain and water graphics, and some other options as well, which I'll detail below.

On the terrain front, c.p. (also known as cycledogg) is probably one of the most prolific and well-respected creators (some of his terrain mods also include optional water mods), and there's some newer "HD" mods with higher resolution out there, by creators such as Lowkee33, Orange_o, and Gobias. For water mods, some old standbys are timotheus4, Pegasus, and dogfight, and there's newer HD entries from drunkapple (also known as dobdriver) and Gobias.

On the tree/flora front, c.p. and Girafe do top-notch stuff. There's both "Mayor Mode Ploppables" (MMP) and "tree controllers" out there for the flora--the MMPs are Mayor Mode options, while "tree controllers" apply to God Mode. Usually, tree/flora items or sets will come with MMPs built-in, and tree controllers usually require downloading a few different individual tree/flora items as dependencies.

As far as buildings and the like, there are quite a number of "BATers" (BAT = Building Architect Tool, the original first-party Gmax plugin for exporting SC4 buildings--the term gets frequently used as a verb in the SC4 community) who have pretty high standards in terms of texturing (some have even done "HD" BATs, though those are rare). Recommendations there depend a great deal on what kind of city you want to build.

There are also some folks who have re-lotted older Maxis buildings to enhance their appeal in-game--the Industrial Revolution Mod (IRM) by T_Wrecks is a prime example. c.p. also has some mods that'll swap in his trees in place of the default ones.

Due to the way buildings are generally rendered, however, doing a texture replacement/enhancement on an existing building (i.e. the default ones in game) is an incredibly painstaking affair, so those types of mods don't exist.

Aspyr produced the Mac port of SimCity 4, and they handle the distribution and support of their ports independently of the original developers/publishers. One of their representatives did indicate they were in negotiations with GOG back in 2015, and they do have a couple games up here now, but it's unknown if they're going to start putting other, older ports up here. The current version of the Aspyr SimCity 4 port is from 2014--they went back and fixed the Intel Mac compatibility, as when the port was originally released (2003), Intel Macs weren't even a thing. I'd recommend lobbying Aspyr to bring it over here if you're interested.

The Mac version of the NAM, however, is largely unsupported. None of the current developers really run the Mac version of the game, and as such are extremely limited in terms of being able to help Mac users with anything platform-specific (including installation).

I will add that it is also possible to run the Windows version on a Mac if you're willing to use Wineskin or something similar. There's also quite a few people who are successfully running the Windows version on various Linux distributions using WINE, too.

The redirects are simply par for the course of the "Guest Article" series . . . they're designed in part to showcase the still-vibrant communities that focus on games in the GOG library. The folks responsible for mods and like tend to be more active on community sites than on the GOG forums, so it is generally easier to get technical assistance pertaining to that side of things via the links.

Music can be turned off. At least speakers can. By cutting the cable if need be.

At the very least, SimCity 2000 is not a clicker. Though I would play the Mac version if I had the choice... hmm, wonder if I have my old floppies of that game, and then, where they are (I'm fairly certain I don't have the box, sadly). I do have a couple Performas laying around.

I'll go check later, need to sleep now, it's 2 AM.

Did they ever find a fix for the inter Tile Commute time?

A little more elaboration on this.
If a Sim travels from one Tile in your Region to an adjoining Tile (or City) there was an automatic hit in travel time - I think it was 120 minutes just to cross that border.

Made it kind of difficult to design a really large Region.
SimCity 4 is a great game, but then so is every other game in the series. They all aged well IMO, and I although many people won't agree with me, SimCity 2013 is also a great game. It did a lot of things that I wish should be in all future city builders. It's too bad that it received so much backlash that the chances of a sequel is nigh impossible though. SimCity 2013 has the best building variety I have ever seen in a city builder. This is the second time a game I really enjoyed gets axed by the fans due to their obsessive hate. The first game was MS Flight. It was so good but all the die hard fans hated and complained about it so much that the game was cancelled, even though it had sooo much potential. IMO fans are worse than the trolls :/

I can't be that stupid! :P

And why can't you just download a region, stick it in the Region folder, and play it?

There are a few tricks to have multiple/custom Regions.

I've never downloaded a custom Region, but I've made several of my own.

The layout for a Region folder is like this:

1 - There is a config.bmp file
This is actually the Tile layout for the Region.
Usually there are three colors used - Red, Green, Blue.
Red @ 1 pixel represents the smallest size Tile (32 x 32)
Green @ 2 x 2 (4 pixels) is the medium size Tile (64 x 64)
Blue @ 4 x 4 (16 pixels) is the large size Tile (128 x 128)

2 - The next file is the region.ini
Name = Timbuktu
Terrain type = 0
Water Min = 60
Water Max = 100

The only important thing to set here is the Name of the Region.
I don't remember what the Terrain type does if anything.
Water Min/Max are for auto generation settings and don't need to be changed.

3 - The last file types are .sc4 files.
City - Big City Tutorial.sc4 should be the first one in the default Region directory.

It's been a while, but I believe once everything is set up (new Folder with the Region name and .ini with the same name as well) all you need to do is change or load the Region from the Main Menu in the game.

Can you point me to one to look at ?

Alternatively, you can just open Notepad, put in the entries as I've written them, and save the file as region.ini.
Put this in the Region folder - ...My Documents\SimCity 4\Regions\tinyEland\ and give it a shot, should be fine.

WAIT WAIT I think I got it....BUT.

When I click in Regions and select my new region, the overall map is very washed out and bright, hard to look at but as soon as I pick a square/lot to make my city and it takes me to it to start actually building, the area looks great.

Okay no it's not. :P Just forget it. This isn't worth the effort. XD

Forum issues . . .

One nice option for the Start Icon.

Right click on the Icon and select Properties.
You may want to set it to something like this:

"C:\Program Files\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" CPUcount:1 -intro:off -CustomResolution:enabled -r1920x1200x32

CPUcount:1 <-- fixes an issue I can't remember what it is

-intro:off <-- skips the game start up video

-r1920x1200x32 <-- sets Screen resolution and color depth

My Screen is 1920 x 1200, so change that as needed.
The x32 sets it to 32bit versus 16bit color
