As a janitor carefully follows the Puzzlemaster around, sweeping up the bagel crumbs dropped by his coat, Mr. Scene and General Warehall stand up.
"Gentlemen of this fine council," drawls the general, "we have come to a conclusion. I am of the understanding that, although all forms of alcoholic beverage are banned from the fine country I come from, and though the Kusu gang may or may not have been affiliated with some forms of booze-smugglin' in the past, me and this representative of the gang have decided to convert an old whiskey distillery into a soda-bottlin' factory, the money from which shall be used on further research of this mysterious artifact."
"What's that mean in English?" whispers the Puzzlemaster to Bookwyrm, who sighs and explains.
"The government has passed a liberal policy."
"Jawohl! Excellent, Strudel!"
A liberal policy has been passed.
The current president is lifthrasil, who must pick a chancellor. The chancellor cannot be anyone from the previous government (supplementscene, RWarehall).

Nice. Whatever the draw, we have to make the best out of the first deck which is 3 more rounds because it will be difficult to draw liberal policies after the shuffle.
And I obviously suggest myself for chancellor unless you have a better plan.

RWarehall: did you get 2 liberal policies to choose from?
Also I don't think it was wise to give him two liberals since this way we still have no clue how he is inclined. If he were a fascist and would've passed a fascist policy, when it was his time to choose a chancellor, they would've been voted out. Now, who knows.

My first impression was Yes, you did right. After thinking it through a bit: Unfortunately you didn't clear anybody.
1) You didn't clear RWarehall; he could be either.
2) Unfortunately you didn't clear yourself. I have to admit the information I was hoping to get most was about you. However, what does it tell us about a player in your situation behave if he got LLF and passed LL to chancellor.
a) Does it tell us he could be liberal? YES - he wanted to make sure a liberal policy is passed.
b) Does it tell us he could be fascist? YES - if he knows RWarehall is liberal then he know no matter what he chooses a liberal policy is passed. Therefore it is in his best interest NOT to clear Rwarehall.
EDIT:
After writing all this I had another thought: I realized that *if* you passed one fascist policy to RWarehall *and* RWarehall passed it, you would have used presidential power on me. Then if you tell the truth I pretty much know RWarehall for a fascist and you as a liberal and if you lie I know you're a fascist (and most probably RWarehall a liberal). Either way, would have learnt a lot for the price of one fascist policy.
The good thing that came from all this is that with 2 liberal policies fascist are more likely to make a mistake and reveal themselves.

Given that the chance of drawing all F policies increases how good it is to rely on the "trusted" governments still? If the original duo pulls 3 F and are forced to pass one wouldn't that throw shade on any credence they have? Does the tactic mostly work as long as there are good enough odds of pulling L policies?

From a neutral point of view, Mr Scene seems the most trusted member right now. The chance that he drew LLL is practically zero so I assume there was at least a F in the draw. If he was a fascist / Hitler, he could pass LF without bad consequences.
