Well, I'm not sure if this is what you are looking for, but in Tzar you can adjust the game speed with the +/- keys.

Edit: you can also adjust the game speed with sliders in Cossacks Anthology.

Total Annihilation has 21 speed settings (+10 to -10), and the slowest speed is really crawling.

Trying to remember if Warzone 2100 has a 'tactical' pause. It has 5 speeds (+2 to -2), and will pause in skirmish mode when you open the vehicle design dialog; however, that pause is not available in campaign mode. Caveat: WZ2100 went open source long ago, so those details may have been changed with updates.

Does anyone know if there is a mod to give the RTS game " Wargame: European Escalation" a pause feature? I own this game but find the lack of pause annoying.
How about Star Trek Armada. This is a Star Trek RTS game, where you can change the game spee anytime and make the game very slow. You have only two resources, build structes and produce ships. And it is possible to conquer enemy ships and structures. I think this game would fit perfect to you prefered C&C-like gameplay. Only problm is, that this game is not avaible digital.
Not on GOG, but I highly recommend WH40K: Dawn of War and its expansion Dark Crusade. It's pretty close to a standard RTS formula.
DoW2, which is more of a RTT than RTS had active pause but it got somewhat broken in one of the patches and second expansion removed it entirely.
Total War games also generally have this feature, but I'm not sure if it is available in all instalments or not.

Personally I really like when games have this, since micromanagement is not my strong point. That's why I hate what was done in Starcraft 2, where higher difficulties locked the game speed to maximum. I finished Warcraft 3 FT on hard, but I don't think that I'll be giving brutal difficulty a chance in SC2.

Same thing for Supreme Commander, TA's successor. Unfortunately it's not on GOG.

The Men of War series has a pause option whereby you can issue orders to your units prior to un-pausing the game and watching as the units do as you instructed. Also, although not on GOG, as someone mentioned the Dawn of War series earlier in the thread, relic also made Company of Heroes which also has a pause option.

A game I had never heard anything about. I was actually intrigued... then I noticed $120 worth of DLC. I hate DLC practices so much. :(

Another one you may not know about is Victory at Sea. Maybe the only pausable RTS with a naval theme (excluding the Total Wars, I guess). As for Graviteam Tactics, the one I've played (Operation Star) has DLC that are 100% separate from the main game. You're not missing any mechanics or units or anything by just playing the base game's campaigns.
