ciemnogrodzianin: I just need to mention Vampire: The Masquerade - Bloodlines here. This game puts you in big city and gives you an apartment, which is a base for all the game. There is storage room, there is mail box, in which you'll find letters and items sent by NPC, there is laptop used to receive important e-mails, there is radio and TV, which can be turned on and - believe me - you will get a lot of information and fun if you spend a while listening/watching them.

There is no upgrade option, nothing could be changed there, but it gives amazing feel of home in dark and dangerous world. From what I know, it is also possible to get some other apartment, but I haven't achieved that completing the game.
Two of the clans get unique apartments. Tremere have a luxury dorm room at Hogwarts School of Magic, and Nosferatu get a room in the sewers. There are a few collectables for the walls.

Theres this RPG called life. It requires some advanced hardware. Like way beyond anything we'll ever have. It's really hard to build a house/base. It requires an insane amount of grinding and everything costs a lot. The details in it are incredible though. Right down to bug infestations you need to worry about in realtime.
I'm pretty sure Fallout 4 has base-building.
And building & crafting are two of the core mechanics behind Terraria and Starbound, as well as Project Zomboid, I think.
Of course, it's debatable whether any of these are really RPGs (including Fallout 4).
(And no, I don't actually want to debate this. :P )

Path of Exile implemented customizable hideouts a while ago. Takes a hell of a grind to build one though.

Same for DAO: Awakening. But even it's one of its main features, it didn't feel terribly important or well designed imho.
Underrail also has a house that you can decorate and add things to/ customize.
There is this hybrid RPG/Basic town builder called Hinterland. I actually find it quite enjoyable.

Like Might and Magic 6 oder Wizardry 8 with citys and the ability to buy a house and store things.
I would love to arrange rooms or buy things.. or expand the house.

In Project Zomboid you can modify existing house or build your own out of wood. And its an RPG with zombies, so you won't be only axing the wood. And it has a crossplatform crossdistribution multiplayer, where you and other players can team up or live like lone wolf.

You can OWN a house (just one at a time, I think, though there are quite a few different ones for sale) and a ship. You can BUILD neither of these, nor can you do any customization or decoration of either (unless you count leaving piles of loot on the floor as "decorating" ;P ).
Check out The Forest. It's a game where you have to find your missing son, fight off cannibals, but the base building is insane!

Check out Fooster on youtube, he does a load of The Forest.

I got the game & am quite impressed with it, especially the cannibals movement/actions etc. The base building is just open to wtf you want to make, with some very basic builds models if want to start off with one of those, but I've seen folk make bridges out over the sea, over cliffs. Massive lighthouses, all sorts.
