Yup, these guys are your real threat when you're up against Gadget. You still have the problem of how to deal with a functionally-immortal doofus who never gives up, but once those two are out of the picture you've at very least got a draw.
Really, the basis of what direction this fight goes in depends mainly on who's world we're working with, Gadget's or Robocop's. If It's Gadget's universe of cartoon physics, he might win since anything can happen. If it's Robocop's gritty, more realistic world where he's used to taking down the toughest of criminals, he blows Gadget to pieces.
While everyone in Gadget's universe has the benefit of G-rating immortality, only Gadget himself is shown to have unfathomably consistent luck in avoiding mortal perils. I'd say this is a power of Gadget and not inherent to the setting.

You seem to forget there were two live-action movies in which he could be not only physically harmed, but lacked the help of Brain. Invincible in the cartoons yet able to be damaged in real life? I'd say this is a pretty good indicator it's inherent to the setting.

That's basically what I just said, yes. Assuming you're not shunning the movie Gadget as non-canon or something, we can safely assume that Gadget's immortality depends on his environment.

The movies were pretty bad even without considering canon. However, the Netflix Inspector Gadget series is actually pretty good. I was expecting it to be terrible, but apart from using that god awful CG animation that's all the rage and being a pair of 15 minute shorts, it's pretty good. Definitely a lot closer to the original than I was expecting.

Even though Penny is basically grown up and they added a new character to the mix.

That being said, Gadget would almost certainly win. His luck is just way too strong for Robocop. Plus, he's incredibly unpredictable so the AI isn't likely to be able to figure out how to deal with Gadget.

It says something about the show that they were still making games for it when the GBA came out. I'm really tempted to pick up one of the games.
