"Faster paced" not defined. If it's turn-based, how is it "fast-paced"? While they're not necessarily impossible (e.g., when offense is significantly more powerful than defense), the phrasing all around this sounds like decision timers, which are terrible things.

Could simply mean that the AI opponent doesn't take minutes to move its troops, before you can act again.
If you ever played a turn-based game, where the AI had to move every single troop (just to decrease their action points - but without actually doing something), you'd appreciate that approach.
Curious discount, considering that the game has been 50% off on Steam several times in the past few months, most recently just 8 days ago.
I'm a man of the world, but for some reason anime-styled characters in ancient Egypt are giving me some form of culture shock. Anubis-inu-chan is not something I can fit into my head ever since playing PowerSlave / Exhumed.

For the record, I've watched plenty of anime, so I'm not a stranger to the art style. It's the setting I have some problem processing, apparently...

From past reports it seems Steam has mandates that dictate it can't be cheaper on other platforms, which includes sales, or games would face getting kicked off the platform.

Never herd of this, but... sure, maybe it's true. Doesn't change the fact that they could have matched the discount here.
low rated
Damn, from the look of that artwork, I thought this was gonna be an arcade style brawler or a beat em up. It definitely looked convincing, showing the three characters and we haven't gotten a brawler series set in Egypt yet. But nope, it's just a strategy game. Oh, well.

I'm pretty sure that's not a thing. What you're probably thinking of is the stipulation that devs & publishers can't sell Steam keys of their games through other sites cheaper than on Steam itself. (I'm also not sure that that's true, but it least it seems believable.) There have been plenty of cases where non-Steam copies were sold for less than on Steam. Right off the top of my head, the old adventure game Dragonsphere was released on Steam as a paid game after having been free on GOG ever since it released here. It then remained free here for another couple years or so until GOG's original contract to distribute it expired. There are also cases of games on GOG, itch, et al. being priced less because they're missing multiplayer, or simply because the developer wanted to promote people buying on that platform.
I would guess that any such conditions as restrictive as "You can't sell the game anywhere else for less than here" are going to 1) be imposed on a case-by-case basis, and 2) have been arrived at after some negotiation, same as with any kind of artificial store exclusivity.
Doesn't look half-bad.

Steam would lost a lot of games then.

If that rule even exists they don't seem to enforce it very well.

That may be due to it first releasing here…
