That new section is personalised. It only lists DLC when you own the base game.

The recommendations also show questionable judgement. For me it recommends Baldurs Gate Faces of Good and Evil, proud owner of a 1.3 star rating.

I expect the recommendations are randomly generated, so not a good place for stuff GOG wants to promote.
