The imagery and title "Going Viral" make me think of biological warfare. (Description says that being a "feared dictator" is an option).
The game instead is about managing epidemics, finding cures and developing the health system.
What a strange dissonance...

I don't have much knowledge of the Tropico games but they seem to do well considering they're up to the sixth instalment.
