It’s paradox, do you really think they are capable of releasing a full complete game? Looks like we are in the initial bundling period, before they get back to releasing more DLC.

Whether they will resume development or not is unknown at the moment. So this might actually be a "complete" collection of DLCs.

I was about to argue with this, but I can't. Haven't played a single Pdox game where it felt like a complete experience. They seem "complex" at first glance but once you learn the systems, Pdox games just don't have content.

Europa Universalis :Rome was already one of the best Paradox games, unfortunately marred by several bugs (like certain specific game events not activating and severely destabilizing the game) and being practically abandoned by the devs.
It's sad if its sequel is going to suffer a similar fate.

It was... not a very good game. I say this as someone who (A) sucks at and hates "grand strategy" games but tries them all anyway and (B) Loves ancient stuff.

Get Hegemony (Greek) instead. It's at least playable.
I'm really tired of the infinite DLCs of Paradox. Right now, I thought they FINALLY released a complete bundle for base game + DLCs, but no that was another naive hope.

TBH, Paradox for me is synonym with wasting time browsing their lists of DLCs to see what's interesting and realizing the full experience (that you'll get only years after the base game is out, btw) is damn expensive.

Conclusion :
I'm not buying anything from Paradox as long as they insist on not releasing a full bundle without new future DLCs. And I won't wait for years for them to do that if equivalent games from other studios come out in the meantime.

There are several games that went the same way.
Some have been like a spinoff, some where a test bed like Senguko.
All didn't sold that well, all didn't got that much DLCs because of that, all have been abandoned by Pdox.
Yeah it's weird, it doesn't mention that it's only DLC nor that it requires the base game anywhere on the store page, not even an automated message.
Only when you go as far as going to the checkout does it say you need to buy the full game first.

So, this DLC bundle and the individual DLCs still point to [1198397489,Imperator: Rome,game] which is not available anymore.
Neither is [1116644747,Imperator: Rome - Deluxe Edition Upgrade Pack,pack].
And [2131232214,Imperator: Rome - Deluxe Edition,pack] is now "Imperator: Rome".
I only have a blank page when I try to access to my offline installer of Imperator Rome since the deluxe content was added for free. Am I the only one ?
