Do I have to buy the base game and the ULTIMATE TIER to have everything???

Not sure about the Downloader links as I have no control over those. As for the EP, I checked the links and all should be there, might be a caching issue due to the summer sale so I recommend that you refresh your account once or twice and try again :)

but e.g. on Steam Ultimate Tier DLC costs $35 and DOESN'T include goodies from previous tiers... which makes more sense to me as that Ultimate Tier (Edition) costs $100...

I refreshed my account twice but there's only a "Steel & Glass EP (FLAC)" and no MP3...
The Ultimate Tier includes the other DLC but why are these other DLC not marked as owned?
Now I own the base game and the Ultimate Tier but the 2 other DLCs which are included are not marked as owned. That's annoying... I hoped GOG has fixed these DLC-issues...
Perhaps this gets fixed in the next days... :)

To everyone else, I apologize for the mix up but the DLCs themselves are set up differently than the Tiers you see elsewhere. You still get the content but ONE DLC does NOT include all of the content.

If you have bought the Ultime Tier DLC in the hopes that you would have everything, please send Support a ticket as you will need to get a refund for the Ultimate Tier DLC.
