Did they promise that? It was a bundle of existing content, not a "complete edition" or season pass.

I've kind of lost the urge a couple DLCs ago. It rubs me the wrong way to have what is previously a "complete" bundle that then becomes incomplete. Game is great but this practice makes me wonder if there will be another bundle with even newer DLC in the future, rendering the current one out-of-date and removing it from sale. I guess this is a more modern approach to game delivery but I prefer the old-fashioned "complete at purchase" or, next-best, a "game of the year/ultimate/complete" edition that is indeed the final and full version.
