They work for me, Germany (UTC +1). If that helps. What is wrong with yours, exactly? Maybe they're having troubles replicating it(like I do). -> Scratch that, I'm stupid. For summer it's UTC +2, so it is an hour off. Dang.

While I agree with your sentiment that this error could be handled more professionally, given they know about it, with the sale reaching its end it won't be top priority.
Also, your last statement doesn't help your case at all, in fact it'd help more if it was absent.

Developer's response:
The user levels are uploaded and stored using Steam Workshop. PlayStation, Xbox or GOG don't have any service similar to steam workshop and we don't have the resources to code and pay for our own servers. That said, we are speaking to GOG in order to add Aragami to GOG connect. That way GOG users can use the steam version for free to use the level editor feature.

How about they just code it so the levels are stored on your computer's hard drive? And if I feel like sharing them with the public, I can upload them to moddb or nexusmods or whatever... You know, kinda like mods have been handled since forever, until the abominable Workshop came about.

That should be easy enough to implement.
Has this game been patched up so far or have they released the expansion and skipped the last patch?
