Rules have become a lot less strict in Germany. Doom and Quake were banned (for realistic violence) and are now classified 16+ (for rather abstract violence). But to trigger this, there is a bureaucratic process to be triggered (Zenimaxx did this with Doom and Quake) to get the games de-banned. So a lot of older titles are still "banned" even if they would be considered harmless today. They will drop off the list after 25 years - when they have to be re-evaluated. I mean The Chaos Engine?! I have the boxed Amiga version, guess I got lucky.
Swastikas are still a no-go, even if it's very clear the the enemies are the Nazis. No publisher up to now had the balls to claim games as art. Comics/Graphics novels have the art bonus since Art Spiegelman's Mouse (highly recommended!), and even that took a few walks to court.
