I don't get it. Only explanation that readily comes to mind is: They are zealously patriotic to the point where they don't mind losing money so that content is sold only in their corner of the world?

I get that distribution channels for movies is a hot mess, but why restrict digital games in a similar way?

A regional lock in movies was created by the film industry so people could not go around regional pricing.

This Australian ban is a different scenario to me and I don´t see what could be gained from not selling the game on GOG (Even if regionally restricted).

I think this is kind of the point here... the game is banned and presumably GoG would be fined/prosecuted for selling it. Why should everyone else have to not be able to buy the game here because one country was stupid enough to ban it?

If they were refuse to sell it for some arbitrary reason that's another matter...

What we do need look at is - can the game be gifted to Australians, and can they download it.
If it just needs a work around then there is hope, should they not even be able to download, then there is a problem.

Unfortunately, it would be illegal and I'm pretty sure that neither GOG, neither Devolver Digital would want to take the risk.
