Press Esc key and select "Settings". In the settings menu, set killcam mode to "none".

If you mean the "Blink" skill, I'm pretty sure it's a core part of the game and certainly needed in some areas (eg, during Outsider visions, etc).

About Dishonored, you can play most of the game without "blink", but a few areas require it.
On the other hand, Dishonored 2 allows you to be 100% common human, no powers of any kind.
