Here's the thing: Even IF gog outright lied, that's hardly an excuse to deliberately withhold content from buyers and doing so is a dick move on Bethesda's (and/or NightDive's) part no matter how you look at it.

It's not really about the money they make at GOG, but about the customers at GOG that then buy elsewhere. And in some cases it is about double dipping profits. Think abandoned game or poorly updated one at GOG. Some customers in frustration then go and buy again at Steam etc ... or read reviews about the game state here and so buy elsewhere.
I suspect some providers don't really care about giving a decent copy of a game here, just see GOG as some kind of intermediary place to display their game to ultimately lure customers elsewhere, to get the decent copy.
It often takes a while for games that are released at Steam or Epic etc to then eventually turn up here. It seems to me, that things have improved in that regard over time, though many still take a while or don't ever turn up here.

True, but if GOG have jumped the gun, and the game is going to come here eventually anyway, as could be likely considering how many other Bethesda games are here, then it is not about withholding, just about a delay. It often takes a while for games that are released at Steam or Epic etc to then eventually turn up here. It seems to me, that things have improved in that regard over time, though many still take a while or don't ever turn up here.

All they HAVE to do is drop a file named steam_appid.txt that contains the magic number 2310 into the rerelease folder. BAM! It's DRM-free. You'll be locked out of multiplayer and add ons, but who knows if they'll ever bother to implement those for gog (my gut feeling is: no).
There is literally no excuse that they haven't dumped a singleplayer-only version here yet. The main reason I got myself a Steam key on Indiegala for $1 the day the Enhanced Edition launched was that I'm well aware how things work (or don't) around here, so I was VERY pessimistic about the chances of gog getting a working multiplayer mode. Turns out I was still waaay too optimistic, as Beth/ND are now throwing hissy fits about even releasing a gimped singleplayer-only build here.
MysterD: Then they can drop a Complete Edition as a complete Updated version for GOG all in big swoop there - kind of like what Streum did with EYE: Divine Cybermancy.
Uhh, whut?!? The gog version of EYE is far from "complete", lacking all multiplayer functionality (including co-op). They could literally dump a version equal to gog's EYE build right this moment. It literally takes less than a minute to disable the Bethnet stuff (see above). There is literally no excuse that they haven't dumped a singleplayer-only version here yet. Don't call the company "Bethesda" either. Stealing historical names should never be supported. Call it B to dehumanise it.

They know. B is run by people you don't want to associate with, so that side explains that. Not sure about Nightdive, but CDPR appears to be in lockstep with the people on B Don't call the company "Bethesda" either. Stealing historical names should never be supported. Call it B to dehumanise it.

Yeah don't do that. Your pur will probably get you muted and a whole load of people purring will probably do nothing. It's up to GOG to do the talking, not users to go spam someone let alone your idea of review bombing the steam version...which you've already paid for/own? I'm always stunned when GOG fail to reach out or chase up something the instant reply from the users is 'well that's go shout at the devs/pubs!'
Trust me, it only harms the chances of a game coming to your platform of choice.

If they want to do MP here over on GOG for Quake: Enhanced, they'll probably have to re-work the MP to use Galaxy or say add some kind of LAN/TCP-IP support. Again, it can be easiest in their eyes to drop this game to GOG when they're done updating the Steam-version w/ stuff - and it can be compiled w/ all content, all mods, whatever - and be up-to-date. We don't know if say Beth, NightDive, and MachineGames is gonna add more DLC's, content, Campaigns from MachineGames, mods (they got Honey and Quake64 there already).
That way, they (Beth and NightDive) ain't gotta keep updating the game and likely wind-up behind the Steam, Epic, Bethesda versions which likely have no curation and no approval process on those other DRM-laced stores - meanwhile GOG has such a process to ensure games do work over here, which can slow stuff down...and cause GOG fans to not be happy when a game's updated elsewhere (Steam, GOG, Epic) but the GOG version's lagging behind b/c of curation process.

I prefer to play Quake using the original engine or my source port of choice, but would like to legitimately own the additional episode. If I want to play multiplayer, I've got the original version (and quite frankly, I don't like playing against random 12 year olds over the internet anyway)

At this point, I'd even appreciate if gog simply added the soundtrack ogg files back to their build, if only as a token gesture. "Hey, at least we tried!"
