It has been proved by the community that Running With Scissors doesn't really patch their games on GOG. Postal 2 is even missing a Linux version (and the paid expansion Paradise Lost never materialized). GOG version "announcement" was quietly removed from Postal Redux FAQ:

Q: Will there be a DRM-free release on, say, GOG.com, or perhaps a boxed edition?

A: All of our games on Steam are DRM-free, and Redux is no exception. Though the game uses Steam for distribution and installation, it doesn’t actually use the Steamworks DRM, so you don’t need Steam to run it. After Redux is installed, you can freely uninstall Steam and continue playing, if you so choose. We will be putting Redux on GOG.com in the future, though.
As you can see, the entire series is DRM-free on Steam [DRM has been added to Redux after lauch]. Stocking severely outdated versions on store is wrong.
Obviously I don't mean that the games would be removed from the libraries of existing owners, only pulled from sale.

It also lacks the new expansion for 2 and the redux version of 1. What the hell happened to those? Over a year ago, they promised to bring them on and even then, since then, already apologized for the delay... Are those devs okay? Do they still draw breath or went and died on us or something?

Look, yes, it would be nice to have everything updated, sure, but there is no reason people who want to buy it here and don't care about the linux version or something else should not be able to.
