As said, the games are not region-locked in "EU", but in Germany. EU is not Germany, at least not quite yet.

EU became Germany when we introduced the € if you ask me ^^

But don't blame the common German. They get paid minimum wages and cheer for their team. It's a rich man's world...
Anyway, thanks for the link.

I don't really get it though. These are not particularly violent titles, so the issues must be copyright-related. Why these would be different from other EU countries: I have no idea...

I am not a big fan of our Bundeskanzlerin, but that is not her fault at all. Almost all of the unavailable games were indexed way back in the 90s, when they were much more strict about violence in video games than today. Back then, almost all first person shooters were banned from public sale and advertising, which doesn't mean you were not allowed to buy them, but digital distribution like here on gog is a bit difficult as they would have to verify you being over 18 to be allowed to sell them to you. Most of the missing games would be no problem at all today, but they would have to be re-evaluated by the BPjM, which they don't do on their own, and the rights holder doesn't bother for games this old. The good news is, after 25 years they get de-indexed automatically, and unless there is a really good reason to re-evaluate them, they should become available again. Gog has made games available again when they were no longer banned, like Shadow Warrior Classic.

However, the absolute exception are games which contain nazi symbols. As games are still not recognized as a form of art, they are not allowed to show them under any circumstances, while it is no problem in movies, leading to the bizarre situation that the movie "Indiana Jones and the last Crusade" is approved for 12 years and older, and the international version of the adventure game is banned, while in the German version, all swastikas have been removed (with a small exception which they apparently missed).
