So recently Prime gave away the Shadow of Mordor game, and while I was trying to claim it, it was unavailable, saying "this item is not available in your country". Which is weird, since I can open the game's store page perfectly fine. Anyone else ever had issues like this, and how did it get resolved?

Amazon is free to restrict the countries they give freebies to as they see fit. You can claim one of the copies in the community giveaway instead.
I've also heard that game was given away 2 years ago on Prime and you won't get second code if you already clamed it in the past.

Or just open a new account in another country. Your family or friends might help.
Maybe it has something to do with a case two years ago:
"Reuters reports the Southeast Asian nation released new rules in November 2020 that would give authorities more power to police content on the internet. This includes taking down content that is classed as unlawful or “disturbs public order”, and calling on platforms to share the data of certain users.

Companies needed to register by July 29, 2022 to show compliance with the new rules, with some – including Meta, Amazon, Google parent Alphabet – doing so in the final few days."
Or maybe not.

Either way, our local giveaways will help. Because they are cool and happy people : )

If there's one thing technology has shown, it's that when one path is blocked, there's usually a way around it.

Hmm I could go ask my international friends. And yeah the content policing here can get kinda crazy, but idk if Shadow of Mordor counts or be considered as one. It's available on Steam, which is the most-used gaming platform here.

Update: Suddenly I can claim this game today. Huh, guess the restriction was temporary.
