Kind of neither.

This is the only version of Descent: Underground, just renamed, and supposedly finished. They removed it from early access / in development because they didn't like the amount of time they were putting into supporting the InDev version, and it was slowing down development.

According to the dev blog:

We want to thank you for coming along with us on this journey and for all of your playtesting feedback in early access. We very much appreciate your support and your trust as we finish the storyline campaign for our upcoming official release. In order to make that release happen sooner, we are taking the game off of Steam Early Access to focus on implementing single-player, tech trees, and the other cool features we’ve talked about.

This was a tough decision and the deciding factor was our commitment to you. We’ve found that for a small team, early access requires a tremendous time investment that slows down the development cycle. We want to speed the game-making process back up, which requires dedicating our time to creating new content rather than supporting a work-in-progress as if it were a finished game. This means we aren’t planning to update our Production environment until around the time of our official release. However, if you’ve already bought the game, you’ll still be able to play the current build while we work to finish the game.

You can continue to follow along with us on BrightLocker.com, where we are posting regular updates. It is also the only place we are continuing to offer early access as an option. As we mentioned this summer, we are focusing most of our communications on BrightLocker to save time for development. We understand that stepping back from early access is unusual. However, we wouldn’t take this step unless it were the best and most efficient way for us to deliver the gaming experience we are all dreaming of.

But yeah, I thought the same thing when I went to the game's store page: no good indication that it's a pre-order.

I may have missed it, but I also don't see a planned release date unless they're serious with "December 31, 2019" and it's not just a placeholder.
And that hint is only for this game.
BATTLETECH - Flashpoint is also a pre-order.
The catalog search does list them as "Soon" but nothing except the "released" date on the game page itself.

This looks (largely) like a redressed Descent 3, which is quite kind to older systems. I think I'll play that as well. That, and I have something against paying for something that MIGHT show up someday. I've been burned before. (shrugs)

OVERLOAD is really good.
Off the top of my head, there's also Sublevel Zero, which is a roguelite 6DoF shooter. There might be others available here, too, and I'm sure there are at least a few other indies in this subgenre if you look outside of GOG.

Ah. The gamecard itself says:

"Buy Descent (2019) up until a week after release to get Descent 3 + Mercenary for free."

Don't think it says anywhere what the actual release date is. If you combine the one you quoted and the one I quoted, then it seems like it releases today: bonus stuff expiration date of 'until Nov 20' minus 7 days ("up until a week after release") equals a release date of Nov 13. Which is today. So the pre-order is for, what, a couple hours?

Or am I messing this up?
Were people who bought the in-dev version given refunds?

Not going to pre-order, on principle. But I'll definitely keep an eye on it... :-)

Well, that's some sort of consolation prize to those of us who bought it, I guess.

However, I've been having entirely serviceable fun with Everspace, SubLevel Zero, and Overload -- the latter in very active development -- so I'm not sure what's left for an "official" Descent to bring to the party.

People who bought Descent: Underground In Dev get upgraded to this (and get Descent 3 as well), per the OP. I'm not sure why a mass offer of refunds would be necessary -- apart from the title change, they're apparently getting the finished game they paid (early) for.

I guess that explanation could work. Would still be a really weird announcement.
I would go with the more likely explanation that GOG messed something up here :p
Just the OST for Overload alone is really good. Shame really, Descent seems more catered towards MP and lacks that extra mile, but I'm still going to try the finished version anyway as I've already bought the in-dev version.
