I don't think they have to "predict" sales.
There are people who have waited for this game a long time and are happy to be able to pre-order it on GOG. :-)

That is kind of silly. GOG has a lot of customers. While a certain segment will not purchase for reasons.. there will be some sales...especially as previous person pointed out, there are some who anticipated this game :)
What I'm thinking is, did the staff have some fairy tale hopes of people being okay with this, or did they predict the outrage but went with it anyway for the money?

Its a business decision and im guessing they weighed up the pro's and con's and figured the pro's (potential) outweighed negatives.....

The later I guess. They went clearly for the money. However they made mistakes with PR, not taking their clients seriously (Good news...). And if the money thing really works is also unsure. Regional pricing can have some deterrent effect on some customers.

AOW 1, 2 and Shadow Magic are good games. So AOW 3 is tempting... But we won't know if it's worth it before it's actually released, tested and reviewed.
So your best hope is to actually wait for the real release, like I do.
