I had to reinstall windows; but my games were on a separate disk so they don't really require reinstalling. However, the Galaxy client doesn't automatically detect installed games in the games directory. Is there a way to manually tell the Galaxy to see if any games are installed, or do I have to reinstall over the games?

Don't reinstall your games. :) Click the GOG-logo menu on top-left and choose "Scan and import" option. Point your games disk/folder and then please wait patiently. :)

You can also import game-by-game going through your library -> Game View -> MORE -> Manage installation -> Import folder.

That's the point of the Scan&Import...

Well, maybe it is, but linked support page doesn't specifically say it fixes broken installations, it only says you can use it to try to deal with installations not automatically recognized, hence my question.

When you scan a game - it's "verified and fixed" (unless you have auto updates feature disabled). You can also trigger it by using MORE -> Manage installation -> Verify/repair

I'm not an expert and I don't know whether it fixes registry entries, unfortunately. :(
