I purchased The Witcher 3 bundle for $124.00
After I download the game and install it I try to run it but get the message:

"Warning! Minimum system requirements not met!"

The game will not run.

I'm running it on a new notebook pc
Windows 8.1
Intel(R) Core(TM) i7-4700MQ
CPU @ 2.0GHz
RAM 8.00 GB
64-bit Operating System

I even restored my notebook pc to original factory condition and applied all the Windows Updates. Still won't work.

Any suggestions?

What is your laptop model as some more details regarding the GPU would help identify the issue? Also the i7-4700MQ processor you mentioned in the system specs is most likely 2.4 GHz, mine is a one generation older i7-3630 QM @2.4 GHz and The Witcher 3 runs fine on my notebook with a dedicated AMD 7970m GPU.

The integrated graphics unit is not leet enough:

You could probably get away with the 2 GHZ though

There's your problem right there. I'm sorry, but trying to run something as demanding as TW3 on a notebook, especially one as low-end as that, is like trying to get a European swallow to carry a coconut, or trying to cut down the mightiest tree in the woods with a herring. It can't be done.
What's your GPU? If nVidia, use 347.88 WHQL drivers, The Witcher should run. Besides that, game should work even with integrated HD 4600, drivers again. No idea about AMD cards..

edit:
Just in case you have only integrated GPU and game refuses to start, use directx warp trick:
- install Windows Software Development Kit (SDK) for Windows 8
- run -> c:\windows\system32\dxcpl.exe
- Edit List... -> add The Witcher 3 executable to list
- set Feature level limit to 11_1
- check Force WARP

i5 M460, GT 425M.. 800x600 ~20fps ; p

And I don't know what your graphic card is, could also be a problem. So there is not really anything that can be done. You could try contacting support and asking nicely if they will give you a refund, but they might deny it since it is clear that you are below the system reqs.

Lol, the CPU shouldn't be a problem, however the OP said nothing about his GPU. With the HD4600 i don't know how well it can run.

This is what I thought and its my guess as well that the OP probably needs to update the GPU drivers since their system was restored to factory settings to try and get the game running.

Indeed, an i7 is obviously more capable then the minimum requirement of i5. :)

Although I too think it's up to his processor, I'd like to note that mine is Intel Core 2 Quad Q8300 with 4 2.5 GHz cores and Witcher 3 runs quite fine on my system.

EDIT: But as he, as I now see, tries running it on a notebook and hasn't written anything about his graphics card, any further info should cast a better light on the situation.

I apologize for not giving more information. I'm somewhat new to the computer/gaming world. I checked my graphics card and it says:

Intel(R) HD Graphics 4600
Your GPU isn't going to cut it. I've seen notebooks with that same processor with a dedicated GPU, but never alone.

Well, there's your problem.

That's not so much a graphics card but more of a display-that-desktop-thingy unit on your CPU that craps itself when it hears the word "game"...

Hit Win key + R and type devmgmt.msc. Check for your GPU's under Display adpaters.

As others have indicated, probably not enough for The Witcher 3. Might be able to run the first two Witchers passably, maybe.

At the end of that page there is a benchmark for The Witcher 3, which indicates it should run, but the numbers tell that very poorly:

The Witcher 3 2015
low 1024x768 ~ 12 fps
med. 1366x768 ~ 8 fps
high 1920x1080 ~ 3.8 fps

While I am unsure which laptop they used for the benchmark, probably you will not be getting better than that with Intel HD 4600.

This page has more of their TW3 benchmark tests, search the page for 4600.
