koima57: Hmmm... With that setup, and PCSX2, this game and almost any really should run at 100% speed easily, at x4 native for 1080p too!
PookaMustard: I doubt anyone's playing a PS2 game on 1080p at 100% speed. I could believe that happening with the Wii, but not the PS2. Hell, even my dual-core mid-ranger runs Wii games at full speed at the native resolution, while it can't run a PS2 game properly. I'd chalk it up to the emulator, which is PCSX2.
koima57: Still, original, outdated Ps2 resolution is a mess on HDTV, but nice new feature incoming.
PookaMustard: Heh, it really is, or any SD content for that matter. I'll try and keep that SD TV from being sold just so I don't have ruined graphics in media that isn't in HD, moreso movies... especially the VHS tapes I've got!
Hmmm.... I am using the latest development builds, they probably have seen a major improvement since the long last stable 1.2.1, maybe? Odd, I had good to great results with this emulator for some years.

Ps2 Bios online are "illegal", copyrighted material but if you do own the console, you can find ways to extract it, or to "safely" download it somewhere, I guess... Be careful with the source!
My rig is quite similar to yours, i7 4790K, GTX 970 and 16GB RAM. Windows 10 OS.
I assure you, I have just got PCSX2 set up again yesterday for my little niece to play Simpsons Hit & Run and.... Barbie and the 12 Princesses.... And I have played a good hour of Silent Hill 3, too.
They all run really well at 100% speed, as shown on the top border of the emulation window.
Here are the very few changes from default setttings in configuration I use, if I do not mention any particular setting that mean I left them untouched :
Core GS :
- Window mode screen, set to widescreen 16/9 instead of 4/3.
- Speedhacks screen, set MTVU on to benefit from multi threading processing.
Plugin :
- Adapter, search for your graphic card in the menu.
- Renderer, OpenGL hardware for the most accurate emulation.
- Internal resolution to 4x native for the best image quality on a monitor / TV running at 1080p with the lesser impact on the hardware and performance.
- Anisotropic filter to x16.
- CRC hack level to Partial (recommended for OpenGL)
- Enable Hardware Depth, and Accurate Date.
(Optional) Software mode settings, enable Edge AA and 16 rendering threads, in case it is necessary to use this mode (F9 on keyboard) during occasional rendering glitches.
Apply, enjoy.
Also, NVIDIA control panel or to be sure, NVIDIA Inspector to enable Triple buffering + forced V-Sync can help performance.

https://www.youtube.com/watch?v=l9SycHpHO8E This is proper full speed emulation, the problem with this footage is Direct3D 9, 10 or 11 renderer removing the very particular grain of this game image making it "clean", heresy for a Silent Hill game, if you own the 2 or the 3, or the 4th game of this series and can start, use an ISO of them, please try using OpenGL and settings I shared above, see what I mean by most accurate emulation of the Ps2 in HD, for the most games supported... :)
Second comment you wrote yes.... SD output on HD device is ruined by "definition"!!
On topic, I am quite positive this may well be, Ps2 Classics playable on the Ps4 simply, and I wish, why not, PsOne Classics will follow.
