So I have the original game on steam and now the DLC's are on sale in GOG. I was wondering if I can just buy the DLC's in GOG and still play them with my steam PoE?

No. Only game where something similar is possible is The Witcher 3 where GOG's DLCs will work with the retail version, but don't think they'll work with Steam version either.

To add to JMich's answer, you shouldn't even be able to purchase the DLC (as a non gift) here without owning the base game.
So unfortunately it's not possible.
