Here in Slovakia GoG is banned/blocked in VÚB bank, their support won't help, PayPal is declining payments as well, had no problems before. So what are my options?

I've heard Sweden is nice this time of year, so maybe move there? They are so cool that they even have their own currency! ("krönör" or whatever they call them). It is real money, you can buy real stuff from stores with it, even GOG games I believe.

Solved by using a bank account instead of credit card in PayPal.
