Fallen Enchantress tickles your fancy.
While you do have a city to manage in the campaign, it doesn't really take up much of game time (a bit less than even in Massive Chalice I'd say), you mostly walk around, recruit heroes, follow a simple story and have turn-based battles.
If you want something more humorous, not so deep, not that difficult (might want to pick a harder difficulty right away), you could have a look at
Chroma Squad.
It's just a fun little game with weird humor and solid but not amazing tactical combat.
If you want to give up RPG nearly completely I can recommend
Chaos Reborn.
Really good mechanics that lead to deep tactics.
No base-building or anything like that.
BUT, and that might rule it out for you: No party.
For me it feels like a mix of Blood Bowl and Magic the Gathering.
CS: played a couple hours, liked it and for some reason it's been sitting in the backlog since launch
