i thought all the roms and emulators had been shut down by usa/japanese corporations.
It had a PC version. Unfortunately, Sony is sitting on it (and everything else from Psygnosis), so the chances of it ever coming back are very low.

I have also been thinking about Overboard/Shipwreckers recently because of the new game coming out in May from the Italian studio 3DClouds: King of Seas.

It seems to me that the King of Seas is heavily influenced by Overboard/Shipwreckers! arcadey style. As it seems you sail your ship around and take over towns and have weird weapons and encounter strange things in much the same manner as in Overboard/Shipwreckers.

I do hope it comes to Gog as I would very much like another pirate game in the same style.

A simple Google search reveals it seems to be available for download on at least one site. Just search for "overboard pc" and it should come up.
